Is my pc underperforming?

I think it is fair to say that i have a fairly good pc (cpu: fx-6200(6 core@3.8ghz) gpu: gtx660ti) yet I've been getting a lot of lag in games where i should't be getting any. For example: In skyrim I get 35 fps on the stairs to dragonsreach where as my friend gets 60 fps with a gtx 660 and a 3.6 ghz quad. Same with Just Cause 2, where I get an average of 30 - 40 fps in the largest city of the game he gets 60. So far the problem appears to be cpu related but the fx-6200 isn't that bad right? I'm also fairly sure it isn't caused by any background programs or virusses. Thanks in advance!

Bulldozer AMD FX-x1xx/x2xx CPUs (like FX-6200) are notorious of low CPU performance and low efficiency. So it bottlenecks your gfx quite a lot. Better upgrade your CPU to FX-6300/6350 or FX-8350 which are based on pilediver architecture. It could bring you 15-20% performance improvement per clock. And get a good 3rd party CPU cooler for better overclock. (FX-6300 can be pushed to 4.3+ Ghz using a good CPU cooler and can perform quite better than stock frequency)
