Sapphire 7970 GHZ card not running like others. should I RMA?

Ive been reading up with other users with how their games are running on this card and i am definetly not getting the performance many others are getting. My main gripe is that my CPU and GPU activity always seems to be below 30% when trying to run things at max settings. My cores do not seem parked. Ive read people can get at worse 100 fps on max borderlands 2. My lowest is 40. People claim to run league well over 200fps while at max im at 120 and hovers in game around 70fps benchmarked. Is there a problem with my card? Should I RMA? I can only do it with sapphire as its been 30 days so newegg cant. I turned off graphics overdrive but everything else is default on [edit](AMD VISION engine control center on latest drivers)

Edit: Also, I am running games at 1080p

My specs:
AMD FX8150 @ 4.2 GHZ
Sabertooth990-fx r2.0
Corsair Vengence 8GB ram (1600)
Corsair PSU @ 650w

No, if u have such thought u may meaning the PSU. The case is just the housing of all parts, it doesn't play any other part than this. I mean technically FX-8150 is not that weak but games aren't well optimized for this CPU or the architecture of this CPU isn't well optimized for games (FX-6100 even does worse than old Phenom II X6) So IMO it's better to upgrade to better-optimized FX-83xx CPUs or wait for steamroller FX- CPUs (rumors say it has 20-40% improvement compared w/ vishera e.g FX-x3xx CPUs) to launch in 2014. The game is still remain playable for me.

And check if Vsync or stuffs like that is enabled in games. Disable them.

Your CPU is bottlenecking. Remember AMD FX-x1xx/x2xx CPUs (e.g. FX-8150) based on bulldozer architecture has a very bad reputation of low CPU performance (FX-6100 even worse than 2009's Phenom II X6 1090T) Your HD 7970 has no fault. Better upgrade your CPU to pilediver architecture CPUs like FX-8320 or FX-8350

I was afraid of this... well for now i guess i really cant splurge on a new processor but good to know that i'll be ready for the future when that time comes.
 
grab driver fusion and get the latest beta drivers from the amd website, they should be catalyst 13.8 and give you far better performance.

uninstall current drivers and dont restart.
run driver fusion and clean amd drivers then restart.
install latest drivers as custom and only install the display and hdmi audio driver and untick everything else.

see if this helps, also if you do not have a 120 or 144hz display any fps over 60 will not make a difference to how the game looks, you would be better of using vsync so the card does not work as hard and runs cooler making more frames than you can use.
 
Your CPU is just fine with that GPU it is NOT bottlenecking that card at all. I have a FX-8120 based rig with a Crossfire Sapphire HD 7950 and it runs great with every game I have played with it including Borderlands 2 and others I have never had a problem with it. While upgrading to a FX-8350 would give you a performance increase it is not necessary and judging from my FX-8350 Crossfire HD 7970 rig not that big of leap either.

oh, by case i mean this scenario lol. but hm... a friend of mine has the same card and probably just overhyped it for me. i feel like im not running things AS good but thats probbaly the CPU by a little bit. I mean compared to him hes got like a 5.2 OC on a stable i7
