I was looking at an HP Envy A8-5550m it has Wireless B/G/n that sort of stuff WLAN

and there was an option for $15 upgrade which would add Bluetooth(R)

What is bluetooth used for exactly? If I wanted to use a wireless mouse (Usb) would I need bluetooth?

Lol. dont trust any computer without bluetooth built-in from default, this is like asking if you want a notebook without wi-fi.

Bluettoh mouses have the advantage that they dont use 1 USB port, as bluetooth is a hidden antena within the notebook. Nevertheless, is rare for Windows users to have bluettoh mouses, but bluettoh is great for sharing media between computers and mobile devices. If I want to send a photo from my desktop to my notebook, I use bluettoh, its instant. also I use to send videos/photos I just recorded from my phone to the PC, its nearlly instant.

you wouldnt need bluetooth for a wireless mouse. The main things i use bluetooth on my laptop are for my Bluetooth headphones and speakers. Other than that i can't imagine too many other useful things.

Some wireless mice/kbds are bluetooth. Logitech MX for instance. But they come with their own little USB adapters.
