Why does AMD FX-6300's multiplier stays static?

Hey guys.

Two days ago I bought AMD FX-6300 and immediately saw a problem (I suppose). The CPU's multiplier stays static, instead of dynamic. Core speed is always 3508 MHz.

I am using ASRock 960GM-VGS3 FX motherboard and I know it supports Turbo Core technology (I can set it on/off in the BIOS menu). I will be very happy if you can tell me why is that happening and how can I fix this issue. Sorry for the bad English.

I know but it stays @ 3.5ghz even in idle. The multiplier stays static @ 17.5 even in idle. That's why i thought there would be some kind of problem. Forgot to mention I use WinXP Pro SP3.

Well, I think I found some temporary solution.

Go to:
Start Menu -> Control Panel -> Power Options -> Power Schemes -> Minimal Power Management

After doing the above, I got those results:

Can you overclock on this board.....tnx in advance.....pls help .....
I also want to get this board but if it is overclockable board this is my first build in amd so pls help
