Gtx 650 ti Problem. HELP!

So my friend has a gtx 650 ti in his system because he was running on Intel Integrated graphics which we're really crappy so he upgraded to the EVGA Gtx 650ti. Power supply is okay, the fans spin, and the graphics card is picked up, but the problem is that when he goes to play games he doesn't get any increase in graphics or fps. I run two crossfire 7770 and back when I had 1 7770 he was still running worse fps than I was. The gtx 650 ti is better than my card yet he still runs worse. I'm assuming that the Intel Integrated graphics are still enabled and controlling the GPU load so that might be why he is getting no fps change. with a gtx 650ti in place. I have tried to disable the Integrated gpu by uninstalling the driver, but nothing has changed. Bios is no help because there is nothing in the BIOS about a gpu or integrated gpu. Drivers are all up to date. Also when I try to open the Nvidia control panel it gives me an error stating Display settings are not available. You are not currently using a display attached to an NVIDIA GPU. Can anyone help me with this? My friend is really mad that he can't play under half the games I can play with worse specs than him.
 
Solution
When a dedicated GPU is installed, the integrated graphics should be disabled. Go into device manager and make sure they're are disaled. Is the 650 installed on the highest PCI express slot? Was it installed perfectly? Is his monitor attached the the GPU (Dumb questions, but just to make sure)

1. there has to be a setting in the BIOS as to what GPU will be activated first upon boot
2. have u connected the monitor to the ports of the GPU?
3. if u're still using the PSU that came with the system, that's the problem, its only 300W
