I would like the ask anyone whose experienced overclocking this type of build.
It would be awesome if i can reach 4.0Ghz + for the processor.
Dunno about the GPU overclocking. Memory timing, dunno either.
Anyone have any ideas.

My build is :

Casing : Corsair Carbide 500R
Motherboard : Asus Sabertooth Z87
Processor : Intel i5 4670k
GPU : Sapphire HD7970 Dual X OC
Ram : Ripjaws 8gb DDR3 2133
HDD : 1TB Western Digital. Black Edition
SDD : Corsair SSD F120
CPU Cooling : Corsair H110
PSU : Antec Platinum 650W

And would like to add what's better for cooling. I'm no engineer so i don't want to dwell on the Custom Water Cooling System. All i dare to handle are AIO Water Cooling or a Big Metal Thing w/ Fan Cooler.

Turbo on the chip is 3.8 GHz so 4.0 GHz is a very mild OC for it and should be pretty achievable unless your using the cheap stock cooler. If you got a decent chip and a decent cooler, you should probably be able to reach the 4.2 - 4.4 GHz range fairly easily without going over 1.25 volts. As far as Bad chips, yep they are out there. My first one was requiring 1.211 volts just to hit the stock clock and while it was stable up to 4.2 GHz on 1.275 volt it was obviously a subpar chip. I RMAed it back to Newegg and apparently they agreed because they approved the RMA. Hopefully the new one I get in a few days will be a bit better because it kind of sucks to have your OC be poor due to voltage rather than temps (still under 75 C temps...

I have a very similar build to yours, but with a 4770k. It shouldn't be a problem reaching 4GHz unless you got unlucky with a really bad chip. Most people can get anywhere from 4.2 to 4.6, or if you're REALLY lucky, 4.8. Your cooler is good, just watch your temps and if youre hitting mid 80's under load I'd stop.
That 7970 is a great overclocker as well, 1200MHz is quite common. Your RAM is plenty fast, I wouldnt even bother OCing it.
For a reference here's what I got:
CPU: 4.7GHz @ 1.275V
GPU: 1200 MHZ/1700 MHz @ 1.25V

Good luck!

Uhm. Never thought there's such a thing as a BAD CHIP.
"NOTED" Thanks.

But the H100 and H110 doesn't have that much difference if i check the specs of both. So i guess we're looking at the same Speeds.

But i saw this problem that they Dry out. That got my attention for awhile. I wouldn't want to change them just coz their Dry. That's why i thought about Big Metal Fan thingy for CPU Cooling.

What do you think ?
