There can be any number of reasons why a pc will not boot.
Possibly a bad psu or psu connection, bad hard drive, ram, etc. It makes no sense to replace everything without knowing what the cause was.
Take it to a repair shop.
What is the main use of the pc?
If it is for gaming, that particular bundle is probably not so good.
1. No game by itself will use more than 2-3gb. 16gb is a waste; 8gb is usual.
2. One buys an AMD apu to be able to run the good integrated graphics. Since you already have a discrete graphics card the value of the integrated graphics is wasted.
3. A 750w psu is a waste; you can do as well with the cx430 for about $30 after rebate.

I might suggest a i3-3220 for $120, 8gb of ddr3 1600 ram for about $60, and a B75 motherboard like this for $55 : http://www.newegg.ca/Product/Product.aspx?Item=N82E16813157365
It will be about half the price.
 
The motherboard you linked is an intel motherboard.
It can not have a amd cpu in it.
I have never seen or heard of an Intel cpu failing.
I don't know what cpu you are using, or why you think it is crap. But you need to find out the reason it will not boot.
If you can't figure it out yourself, it is probably best to take it to someone who has the ability to swap out parts to identify what is wrong.
