help FPS is low

why am i getting 25 FPS in 1 area of BO 1 then other 45 60 on Max out setting on a 1920x1080 1080p screen, 1 Geforce GTX 550 Ti, i5 2320, 4GB of DDR3 ram, DH67BL BORED, Intel 120GB SSD, 1TB HDD and Win7 i had it for 2 years now and i got it custom built I do not want to upgrade is there old drivers i can go back to or is that even going to work

the game fps can variate depending on where you´re looking, if the map is crowded, is there are explosions(this will give you a big hit in fps), map design... resuming the more you're pc has to render the less fps you will get so within the same game you may get get many different fps readings.
the best thing to do is lower some of the "heavier" graphic options, i dont recommend lowering the res because you will loose much pixel detail.
on the other hand you can over clock your graphics card and your processor.

ok then there's nothing i can do to keep it max out setting, 1920x1080 1080p screen and to get 60 to 50 FPS I use to get that but oh well maybe i never did get that mush FPS
