Boot loop - Can't get to bios or post

My build up until the day before yesterday was:
Case: NZXT Phantom ATX Full Chassis
Motherboard: MSI Z77A-GD65
RAM: G.Skill ARES 2x4gb
Video: Gigabyte WF3 Radeon 7950
CPU: i-3770k
CPU heatsink: Cooler Master Hyper 212 Evo
PSU: ANTEC 650w Earthwatts
Storage: OCZ Vertex 256gb SSD, Samsung 200gb SP2004C, WD Green 2TB

Yesterday, I received an H100i, Corsair AX760, and WD Black 1TB. I cleaned off my CPU with 91% ispropyl and a cotton swab and let it evaporate. I made sure it was correctly in the socket before applying the H100i. I had also replaced the fan controller with another of the same model from nzxt, specifically for the phantom. Ever since, my pc has not been able to boot. As soon as I hit the power button, anything connected at the time lights up for a second, and then it turns off. It will continue to cycle like this until I turn off the power supply.

I have tried:
1. Ram in different slots, one at a time.
2. Reseating cpu and heatsink
3. Disconnecting everything but the atx 24pin, 4x2 CPU, and ram (h100i still on, but disconnected)
^ Also without ram.
4. Connecting just the CPU and motherboard power to my old antec PSU
5. Reset cmos and tried second BIOS switch

It always results in the same loop. Is there anything I forgot to check? If it appears a part is damaged, does warranty cover this?

I had the same problem. Continuous loop boot and no video. I removed the battery and the ac adapter and i pressed the power button 5 times for 5 seconds each. then i put the ac adapter and i turned it on. it works now and there's no damage to the memory either. Hope it will work for you too.
