What GPU do you recommend?

Go for the Radeon HD 7870. It is under $200 and its the best you can get for that price range. If you are going for a lower price, go for the Nvidia GTX 650 Boost.

I would advise you to change you PSU, Apevia aren't know for making good ones. Go with Corsair or Antec or Seasonic. My rule with PSU's are that they have to be 80 Plus Bronze minimum
Go for a 650 ti or a 7870, those be fit under 200$. (7870 is better)

I felt better with the gtx 650 ti boost because most of my games run on physX so they would run better on nvidia cards
