PC won boot and fans run at full speed

Today while I was using my pc it just froze and i had to hard shutdown it. When i tried to turn it on it didn't show any display and the processor fan was running at full speed. When it started again it did give the post beep that it does before showing the bios screen but this time there was no display. All the fans psu cpu and gpu were running. I even checked the motherboard for some bulging capacitors but all seemed ok.
It keeps on doing this same thing whenever i turn it on.
I checked the ram individually and there was no difference.....
Although when I removed both the rams there were no error beeps and the fans were still spinning......
What could be the problem here?

my system has.

Intel dual core e2180 2.0ghz
Foxconn irvine gl6e
Samsung 320 gb hdd
Gt 630 1gb ddr5
cx 430 v2
2gb ram 1gb each ddr2 667

    Are you sure that it's the CPU fan that is running at full speed and not the graphics card fan?
    I've seen that behaviour on graphics card with insufficient power or detached power supply cable.
    I would try booting with another graphics card and then check PSU.
  2. take your southbridge off and put thermal compound on it (EASY JOB) sorted
  3. It turned out that my motherboard died for some reason. There was no beep or sound because my PC didnt had any internal speaker attached(I was such a noob).
