Computer Will not Boot Unless Increase the v core Voltage.

Just put together a new build and I'm having issues with it freezing. The problem is unless in increase the vcore voltage from the default 'auto' setting to 1.45 the computer freezes right after I log in.
The CPU at stock should run at 3.5GHZ and turbo to 4.1GHZ on demand but I've only ever seen it go as high 3.8GHZ. My temperatures are fine on idle I get between 18-25 degrees and on load around 45 degrees MAX.
When I first put the build together a few days back I was running it at 4.5GHZ with a vcore of around 1.45 but it didn't seem too stable so I put it back to default then the problems started.
I've reset the BIOS twice by removing the battery it seems to boot on default settings after that but if i attempt an overclock it will stop booting on default settings.

I dont think its a PSU voltage issue as I was using the same PSU on my previous build and it ran my Q8300 overclocked from 2.5GHZ to 3.2GHZ fine at 1.45v.

I've also done a bit of searching and people seem to easily overclock this CPU to 4.1 and run it stable without even increasing the vcore. Yet mine wont boot on stock.

I think maybe the motherboard could be dropping the voltages too low when the CPU needs it..... any suggestions?

Edit: I've also tried running with one RAM stick, it didn't make a difference.

no im thinking its just the motherboard, cpu's are very rarely at fault as they tend to go through far more rigorous testing than motherboards. its usually the motherboard.

I do have another PSU lying around but it only has a 4pin 12 volt connector and my motherboard takes 8 pins but i'm quite sure its not the PSU because my previous build worked fine with it overclocked.

hmm..How about just raising the CPU/NB a little bit?
You could have a notsogood BIOS..
but umm..Giga's pretty good about BIOS support.

One important detail I forgot to include, when i first built it it was only registering 4 cores because in windows MSCONFIG it was set to use only 4 cores because my prevrious processor was a 4 core. Since then I've reinstalled windows and it started using all 6 cores and these problems started.

Do you think I should also get a replacement CPU just to be safe?

The issue was a faulty CPU, it got to the point where it wouldn't boot and would just crash instantly, I sent back all the components i bought from Ebuyer and they were tested. They replaced the CPU and now i'm running it on 4.5 Ghz stable with no issues.
