Looking for a low cost cooling solution

Hi, I am new here but i have read some of the posts here which i find very useful
Now, my current pc was mostly used for work , but since i am going to be free for quite some time i might as well do some gaming on it. Therefore i would need a somewhat cheap cooling solution as everything is running on stock fans and the CPU one gets extremely annoying ( reached 71 dB once)
My current rig:
AMD FX 8120
Gigabyte GA-970UD3
Gainward gts 250 1GB
Kingston HyperX 2x4GB (1600Mhz) (i don't which part of the series it is , but the ram sticks are blue)
PSU 500W (has a smiley face on but i'm too lazy to search for its name and i also have a spare one)
1280x1024 monitor
( streeming at 1280x720 and may be upgraded in 2 years or less)

I mostly play Dota2 which used to run solidly on mostly maxed out graphics even when i was streaming, but recently started crashing the whole pc every 15mins of gameplay. Sometimes i can't even boot up the pc afterwards so i cleaned it and it seems to be running fine now.

So here's the deal I'm willing to spend up to 30 euros on better cooling solutions now and would also apreciate an advice on a future gpu upgrade which should also be rather cheap and give me steady performence even while streaming (something like a discount 560+ or 6700+) as i may occasionaly play newer graphically intense games.

grab hw monitor and check what temps your stock fan is getting and post them back for us, a cheap thing to reduce the noise of the fan is to remove the amd sticker from it and clean the sticker residue with alcohol or acetone, stickers on fans are terrible noise makers as they destabalise the fan at high speed.

for a new fan itself a lot of people tend to recommend the coolermaster 212 evo.

temps are around 36-45 when idle up to 60-65 when playing/computing, will check them back at home (currently mobile) but I've measured them a lot so it's about this
but it's mostly the sound that mothers me , when playing it becomes louder than a vacuum cleaner; even when i have a single tab open and skype as well , it makes a loud noise
i will also try to remove the sticker and see if it helps

well I'll try removing the sticker and cleaning afterwards and if i don't notice a big change i'd probably stick to the 212evo although its about 32 euro in here and will probably wait for a discount
 
removing the sticker will make a nice difference to the noise, the graphics crashes could be corrupt drivers.

grab driver fusion and latest nvidia drivers for your card.

uninstall current driver and dont restart.
run driver fusion nvidia cleaner then restart.
reinstall newest driver.

should help with current crashing problem with games.

Okay so i have removed the sticker, doesn't seem to be much of a difference- still getting random noise peaks when browsing the net with 1 tab
I have also done a clean installation of the newest drivers and things have been okay since then ( also reset gpu that time) about 10 hours of gameplay with no crashes, and as i mentioned noise is probably my biggest concern
And here are the temps you ordered:
Motherboard: TMPIN0 44-46 C (min-max)
TMPIN1 37-41 C
TMPIN2 33-55 C
The cpu fan is registered here and does 4000-11000 RPM
CPU : 21-45 C
HDD : 35-40 C
GPU : 47-52 C
That's with having removed the sticker and just opening 1 tab so i can reply
Will test in game temps and report them later :)
 
i guess if you want to reduce noise then its going to be a new cpu cooler unless you wanted to try re applying thermal compound on the cpu to see if it helps reduce the temps and reduce the need for the cooler to ramp up.

clean the old stuff with isopropyl alcohol and then use the rice grain in the middle of the cpu without spreading it and just place the heatsink squarely down onto the processor and give it a few slight twists while pressing down still to help it spread and immediately clamp it without removing the heatsink, if you lift the heatsink, clean it then re apply the paste again for best results.

@mauller- yeah i guess i'll have to buy a new cooler since i don't wanna spoil the cpu or anything with my incompetence
@sn1992- isn't that going to boost the sound levels ?
