I need a new case for my new graphic card and power supply. I was wondering does the HP motherboard fit into an ATX case that supports ATX and microATX motherboards?

I don't think so.

The screw holes don't seem to have any relation to the ATX standard.

The I/O is in a non-standard position, and I don't imagine the backplate comes out on that OEM case.

You could try it but I don't think you'll get very many screws in at the same time. Some plastic standoffs might be okay as an adaptation as long as you get one or two screws in. You would basically be bread-boarding inside of a case and might have issues getting your video card to fit into the motherboard and chassis at the same time.
