I have dell inspiron 14r special edition the specs are as follows :-
intel core i7
8 GB ddr3
2 gb graphics
1 TB hard disk

Whenever I try to play basic games like counter strike source and cs 1.6 the game is running very slowly and the fps that im getting is around 25-30 . I dont think this is normal for this kind of config. , Can there be any chance of hardware malfunction or installation problems??

Solution
Probably u didn't assign the games to use the dedicated graphic card. U could do this by accessing Catalyst Control Center (If your gfx is AMD) or Nvidia Control Center or stuffs like that and assign your games to run by graphic card or running in High Performance(That would make the games utilize the dedicated graphic card too)

see if the refresh rate for the display screen is set to it's optimal setting/highest the monitor will allow. It might have been accidentally set to 30hz or lower without realizing and if Vsync is enabled, the frame rate will be capped to match the display's hertz rate.

Set Vsync to 'OFF'
even if your games are running on integrated graphics it should run smooth. A dual core runs CS1.6 on 100fps lol. i7 is a big shit. Your laptop must be slow too. I sense some heating and virus issues.
