990FXA-UD3 bios won't let me change settings

I'm not even able to flash a new bios with Q-flash. Can't seem to find any clear answer out there so any help is appreciated!

I'm trying to get my RAM to run at 1600 because it's stuck at 1366.

I was able to change the XMP profile and that kicked it up to 1600. However the bigger question remains: Why can't we change settings concerning overclocking? In another thread a guy suggested re-flashing the bios but for me that was unsuccessful...
