AMD is better than Intel when playing Counter-Strike: Source, is that true?

I was going on alot of forums, new ones and the old ones and everyone with AMD is experiencing alot better frame rate results with AMD CPU's and/or AMD GPU's, and I've heard that Counter-Strike: Source is an AMD game, is that true? For an example, my friend has a GTX 650 and HD 7750 he tested it on the same PC that he has and it turns out that AMD runs alot better!

HD 7750 73.8 min., 162.3 avg., 412.6 max.

GTX 650 36.7 min. 127.3 avg., 393.2 max.

It is not my computer, it is from my friend. He has the best gaming monitor out on the market, an ASUS VG248QE 144Hz monitor, he says that he does not care about other games, he is a Counter-Strike player. And by the way, he tested the frame rate on the same server, same map with full 64 players on a Zombie Mod and he was on the same place defending the position. I will try to contact him and ask him if he could do the test with the same processor, AMD FX-6300. He says that he was using an Intel Core i3-3220 with a 7750 and he got better frame rates with the 7750 instead 650, but when he upgraded from i3 3220 to fx 6300 he got even more frames.

I asked this question, because I don't know if I should build a full AMD system or an Intel/NVIDIA system. I would play alot of source games, but I would play Counter-Strike: Source, Garry's Mod and Trouble in Terrorist Town the most. I like Valve/Source games the most!
 




Your build strategy depends on your budget for the cpu and graphics card.
For a balanced gamer, you should budget twice the cpu cost for the graphics card. It is that important to the gamer. At any price point, you get fair value between AMD and Nvidia cards. You get better fps with AMD and less lagging with Nvidia.
For example, if your budget is $300, spend $100 for a X4 965 and a $200 graphics card like a GTX660 or a 7870.
If your budget is any higher, the Intel cpu chips will prevail. They have superior performance per core.
If your budget is $400, spend $120 on a i3-3320 and $250 on a GTX760 or 7950.
If your budget is $600, look at a $200 3570K or 4670k and a $400 graphics card like aGTX770 or 7970.
You get the idea.
