Problems with MB & PSU

im a begginer builder.
PSU:Missing -5VDC pin. and red light on the back of psu.
MB: PCI and usb does not have power.
does not post with curent psu but does post with other PSU's
even with other psu's usb and pci still dont work.

Ah, I see. You have a very old motherboard, and it may indeed require that -5V line. Unfortunately, the odds of being able to find a quality PSU that still has it are slim to none.
Upgrading this machine, unfortunately, I believe would be a general waste of money. Your best choice would be a completely new build. Post your total budget, what you already have and don't need (case? KB & mouse? OS?), monitor resolution, and your intended uses for this system. Actually, there is a Sticky thread at the top of the New Build forums with a template containing all the questions whose answers can help us suggest parts for you. Please fill that out, and I'm sure you'll get lots of suggestions.

My Budget: (we are kinda poor)
What i have that i can use with a new build: Case, OS (Ubuntu), Ram
What i would use it for: little video editing, playing minecraft, capturing gameplay, Microsoft office, etc.
