at 798 Mhz, no matter what I do or how I try to tune it with ThrottleStop or SpeedFan it gets stuck at 800 Mhz randomly and doesn't budge by even one Mhz after that.
This was not an issue before I installed a new HDD with Clean Windows 7 however that one had a massive stuttering problem that the new HD fixed.
Also a point of note is that I have some Intel Rapid Storage thing running but other than that no bloatware or random software running that I don't 100% need
