If you compare similar priced (200$) AMD FX-8350 and the Intel Core I5-3570k, they're about the same performance, however keep in mind that the FX-8350 is a 8 core clocked at 4Ghz VS a quad core at 3.4Ghz. At the same frequencies, the intel clearly beat the AMD, same thing with the same number of cores...
If you don't plan to overclock, this is the same, grab the cheaper one but if you plan on any OC (in the future), grab the Intel 3570k.

For both config i suggest the Coolermaster Hyper 212, can't be beat for 20$ and is enough for mild overclock...
For more performance as you can squeeze a little more budget, check for the 3770k (100$ more) but it's only usefull if you make some rendering or heavy photo editing as the 3570k and the 8350 will run everything you'll throw at them anyway...
PS: you could cheap out on the motherboards as you don't plan to overclock and you can save a little by picking a 3570 non-k too
