Questions about offset mode

Hello all, I was overclocking my Phenom II x4 965 and had a few questions about manual mode vs offset mode. Currently, I have a stable 3.8 mhz overclock on the chip, with the vcore set to manual 1.35v, using only the multiplier. From what I have read, offset mode is better because it can lower the voltage when the CPU is not under load, but I can kind of confused as to how that works. Do I use a plus or minus? Does cool and quiet need to be on? Thanks for the help.

Phenom II x4 965
ASUS M5A99X EVO R2.0
Corsair 2 x 4gb 1333 RAM
HIS Radeon HD 7850
Corsair CX500 watt

Please read them carefully when you have free time, and in the example above cool and quirt was kept on, and yes offset mode is better, but harder to find the best formula for it, the only easy alternative for offset mode is P-States, under certain BIOSes, you can lock your CPU frequency to a certain P state, instead of all them, something like 3.0 Ghz - 2.4 Ghz, sadly P-states lock in does not work with OC much, and you cant go choose more than 1 P-state
