Trying to install GTX660 on HP IPISB-CU 'Carmel-2' motherboard.

I'm trying to upgrade the video card in a HP H8-1020 'Pavilion Elite' Desktop.

Here are the motherboard specs (IPISB-CU 'Carmel2'):

I previously tried to install a PNY Quadro K600 in place of the HD6570 and it had the same problem the GTX660 is now having. Here is that old thread:

The computer came w/ a Radeon HD6570 installed which works ok.
As you will see from the previous thead, when I install the new card, the system stops at the BIOS post and it just says "press ESC to enter setup".
When the HD6570 is installed, everything is normal and I can enter the bios, load Windows 7, etc.

When I installed the K600 or the GTX660, I can't even get past the BIOS post.

I installed the PSU first and everything was normal using the CX600+HD6570 so I know the PSU is not the culprit.

Next I booted into safe mode and used driver-sweeper to remove all the AMD drivers and Catalyst software.
Next I shut down, removed the HD6570 and installed the GTX660.

When the machine turns on, I can see the BIOS screen but that is as far as I get and pressing ESC does nothing. Pressing the F-keys also does nothing.

There is nothing installed in any of the PCIE 1x slots and I did remember to connect the 6-pin PCIE power to the GTX660. (oddly the card calls for two 6-pin connectors in the documentation but there is only one 6-pin connector on the card.

I have tried flashing the bios and I've tried restoring all bios defaults. I also tried pulling the battery on the motherboard.

I think the problem might be that the UEFI BIOS is not allowing the machine to boot w/ unrecognized hardware but there is no option in the BIOS to disable secure boot and enable legacy boot. I'm hoping someone might know a way to 'unhide' the secure boot configuration option in the bios but I realize that is a long shot and that might not even be the problem.

I did try calling HP and they were no help whatsoever: "HP does not provide support for hardware upgrades".

The thing that is driving me crazy is that when I search on Google, it seems like other people are installing video card upgrades on this motherboard without an issue. I was thinking the K600 was defective but now that the GTX660 is having the same problem, it seems like the problem might me w/ the mobo/bios.

Thanks for the suggestion. I just tried this and it still had the same problem.

In your BIOS, do you have a setting for the video/graphics where you can select the "generation" of the installed device? If so, pick generation 2 (vice 3). Do this with the 6670 installed, then power down and install the 660 and try again.

Should I try changing that>?

Still pondering this. I see no reason for a more advanced GPU to work in this rig, except for a power issue. Are both the 24-pin and 4-pin power connections firmly attached to the motherboard connectors (from the PSU)? Try re-seating each of them ensuring they click into the locked position.

Yes, they're both connected securely. And I'm fairly confident they're OK since I'm writing this from the computer we're talking about (but with the HD6570 installed).

I reseated all the power connectors and tried the 660 again. Same problem.
Yes, that is the BIOS I'm using. I tried re-applying it (reflashing it) last week and that didn't help.
