PC Freezes and buzzes while gaming... Overloading the 12V rail?

Hi, guys. I researched this to death and couldn't come up with adequate answers to this specific problem so I will take the plunge and ask you myself! Whilst gaming on my new rig I suffer from random freezes where the entire screen freezes on a single frame with an awful buzzing noise coming out of the speakers, after about 10 seconds, the buzz goes away but the freeze remains. After research, I decided to replace my RAM and went from 8GB of 1600MHz Corsair Vengeance to 8GB of 1866MHz Corsair Vengeance (slight performance boost in there too!) I also decided to upgrade my GPU which I had always intended to do, so I bought a Sapphire 7970 VaporX GHz Edition which is a marked improvement over the Sapphire 7850 which was originally in the system and still the problem persists. I checked HW Monitor today to see what kind of temps I was getting (and considering the CPU is running at 4.5GHz and the GPU at 1200MHz clock and 1700MHz memory, the reported temps aren't bad at all!) and noticed that the 12V rail is reported as using 11.631V which is pretty near the max... So I wondered, could it be that I am exceeding the 12V rail during gaming causing the freeze and buzz? I have a Corsair TX850 running the show which is ample considering it should in theory be using no more than about 650W. So, guys, any ideas?

First, Loop freezes are generally (imho) ram related. However, you changed that. You are clocked close to the edge, And your 12 v rail is down to 11.6.
Is this whilst idle? if it is, it isnt acceptable. It should be over or smack on not 0.4 v down. Have you checked what v your ram is running?
For a system clocked that far you need to check out all the running voltages and make some tweaks if needed (upwards).

The RAM is 1.5V stock, no overclocking done on that, the PSU is about 4 months old and was brand new when i got it, it sat in its box until the end of June because I didn't have all the parts to finish the computer! After disabling every overclock that I have on the system it still sits at 11.631V... What am i doing wrong!?
