After restoring to factory settings, Windows wont boot

To remove a nasty virus, I formated my Windows 7 HP desktop to factory settings. However, Im stuck in a loop of options that wont get Windows to fully boot.

Safe mode is the only screen that will tell me, Windows is preparing for your first use, but then tells me I cant do so in safe mode. Says it will continue after restart. It restarts and then fails to do anything (it's jusy a black screen and computer isnt making any sounds to indicate its working).

If I try my Windows recovery disk (which is apparently not an installation disk) it just brings me to the repair menu, where I can do things like a factory reset. However, I already did the factory reset, so where can I go from here?

Windows forums said that factory reset would wipe out filea, but that Windows 7 itself would be brought back from the partition. If this is not the case, do I need to buy a Windows 7 disc? Would it work if I upgraded to Windows 8?

Thanks for bearing with me. :)

Was the recovery portion on the affected hard drive? Generally that's not as reliable as having an actual recovery disk. Your best idea is to get a Windows 7 disc. I have no idea if you could just borrow one (it would have to be the same as the version you have) and just use your key that's on the PC or you might have to pay to get an actual copy. I am not entirely sure how that works in case your OS doesn't work anymore but you still have the original hardware.

Do you mean your optical drive isn't reading the drive? I believe you need a DVD drive to access the W7 disc. Maybe it's not working properly. Did you try rebooting your PC and hitting bios settings to boot from disk first. Generally some bios's have a button for booting. Watch your splash screen when you start up your PC. Hitting escape while it's there should lead you to the bios though they are different for all PC's what motherboard/brand PC do you have?
