How can I build around this? I'm upgrading from a fossil-like laptop. I'm only interested in playing EVE Online while multi-tasking web and desktop applications.

Thats a good powerfull apu
Good choice

Just remember the graphics in the apu will borrow memory from the ram and for an apu u need good 2133 ram with low latency like cl9

The guy above refers frequency as latency but they are different things

In short
Latncy should be low
And speed or frequency should be high

This will be my first build, I'm familiar with components and have swapped them many times with dino desktops but I'm not really sure what hallmarks of quality to look for when scoping motherboards/ram/storage. I don't need very much HD space, should I spring for a SSD? I saw one for 107 bucks (120GB) And what about ram latency and heat spreading? Motherboard??

would I need something special for 2133MHz ram? don't I need O.C certified cooling etc?

This would be much better than a APU build
