I am building a new pc, and this is part of my build. But i just got another 360 to spend. And I think it would be best to upgrade my cpu,mb. So I have not purchased these two yet.

So the i5 cpu/mb combo would be smart. Would a COOLER MASTER Hyper 212 EVO suffice for OC? and would a 650w psu handle it enough? a corsair 650tx

It all depends, some chips are better at overclocking than others, I really wouldn't suggest overclocking unless you can afford a h100i. And yes the PSU will be fine.
