No Post or Beeping upon startup

When I try to boot the system all fans spin at their appropriate speeds. However there is no display on the monitor, nor are there any sounds from the case speaker. At first I had an ASrock Motherboard and I was sure that was the problem. That's when I switched to this Biostar, and the issue persists. I've done my fair share troubleshooting and research, but sadly I need more help. This is what I have tried so far to troubleshoot.

System is now breadboarded.
Removed graphics card.
Went down to one stick of ram, tried all slots, tried another stick
Booted with only the CPU, (caused no beeps)
Took voltmeter to power supply
Used another Power Supply
Tried a known working graphics card
Reseated the CPU, Checked for any oddities
Went over this link many times;

Tested my case Speaker on another computer.
Tested monitor on another computer.

There is no on board video.

This isn't my first build so this is causing me a good amount of frustration. The only component I have not ruled out is the CPU, but I do not have another computer to really test it. The Pins on it are straight and no dirt/thermal paste is on them. I have quickly started the computer without the CPU Fan (roll your eyes I know) but I wanted to see if it got warm at all, telling me there is at least power going to it and there was. I'm sure the CPU is just fine after this, it wasn't on for more then a few seconds.

Any help is greatly appreciated.

I'm sure its not impossible to get two bad MB's back to back, that would be funny. But I think the odds are in my favor.

I don't see any other PCIe 6 pins than what is on the graphics card. The PCIe Power cable from the PSU did show the proper voltage when tested with a multimeter. The only other slots for power on the board, that I can see, are the CPU and main 24 port.

I have seen some MB's that have a PCIe socket built in. This one does not.

I have switched cards with another computer. The EVGA did work in another computer, the standard PCI card I took from the other computer did not work in this new system.

My bad on the 2 x 6 pin connections. Somehow I misread the card you were talking about. (??)

You said you tried a known-good card in the MB. Did it work? If not... as strange as it seems, I would have to say you have another bad board. Where are you buying them from?

Just to be sure all bases are covered,
1) did you remember to set your monitor's input for the type of output you are using on the card; DVI, HDMI, VGA?
2) did you try a different cable?
3) did you try one of the other outputs on the card?
4) are you in the black PCIe x16 slot

Monitor input is set correctly, VGA cable works on another computer, so I know that's good. I have tried the HDMI output on the card but same bad result. I do have a DVI to VGA adapter on the cable now because I surprisingly don't own a DVI. Would you think the adapter would have anything to do with it? I know the adapter works, and works with this card, because I used it when I tested the card on another computer. In the other computer it all worked fine. It also wouldn't explain why other cards and other slots are not working... And to answer you last question yes I started with the card in the black slot, after if it didn't work I tried the red PCIe slot. Still nothing..

If the VGA/DVI adapter works on one machine, there's no reason it shouldn't work on the new machine. (I was going to ask if your VGA adapter was plugged into the DVI-D port and not the DVI-I port, but the 4 extra analog pins wouldn't allow insertion in the wrong port.) Short of trying a real DVI cable, I have to go with a bad board (again). You never did say where you got these boards from...

Oh sorry about not answering your question. Both of these boards have been new from newegg. I have yet to have a bad product from Newegg. But I suppose there is a first for everything. I can always RMA the new board and see what they say.

I buy a lot of components from Newegg. And I have gotten bad boards. Usually not their fault. Just happens during all the handling from China to their final destination. But 2 in a row, both different makes is indeed odd. I'd try one more time and if the next one appears "bad", there may be something you're over looking. But I don't know what it could be. You weren't ordering refurbished boards were you?

No these boards are not refurbished. It wouldn't surprise me if I am over looking some small detail. But i've gone though the same process as I have with all my other builds, so I just don't see my error. I just requested the RMA through Newegg. I figured maybe if I don't look at the build for awhile my mind will open up a little bit. That, and I can eliminate another variable if I get a new board. Thanks for your help.

Well got the Replacement Biostar board today. Breadboarded it very so carefully, and not to my surprise, still no beeps or display. The only remaining variables are the CPU and the memory. Sense the Ram is listed as compatible and I have 4 different sticks. Having 4 bad sticks would be rare, especially sense they were bought in pairs, at different times, from different vendors (Newegg and Amazon, both new). I have tried every stick in every slot combination on the board. And yes read the manual to see what ones are required to be filled in order to boot.

So that leaves the CPU. I am unable to put this chip into a known working computer because I do not have one with a AM3+ slot. What could be some signs of a bad chip? As said before, if I boot for 1-2 seconds I can feel it get warm. Proving I know there is at least power going to it.
