Ive tried everything on steam. All it says is missing executable for every game, and payday 2 beta just keeps saying validating files to 100% and nothing happens after that. Please help? Ive tried deleteing the appcache and running as an administrator but to no avail.

Solution
Yes it's all steam games, and as far as your question it could be either, but since you have done all of that with steam it may be that it's your computer, you could uninstall 1 game and then reinstall it and see if it works
Move the subfolder /steamapps/ in a safe place before uninstalling Steam, then do the following steps:

Uninstall Steam
Reinstall Steam
Launch Steam
Exit Steam
Move the content of your /steamapps/ backup to the new /steamapps/ subfolder
Relaunch Steam

At this point Steam should find all games without any other action; in the worst case, where Steam does not detect some games as installed, just reinstall them and the game will be downloaded and ready in few seconds/minutes because it only need to validate the game content cache.

Still says missing executable :(

Try this

Completely exit Steam.
Navigate to your Steam installation folder (~C:\Program Files\Steam)
Delete the 'appcache' folder.
Restart your computer and attempt to launch the game through Steam

If that doesn't work, then contact Steam and ask them for help because I am at a loss

Did you try launching the games through their respective directories? ie C:\Program Files (x86)\Steam\SteamApps\Common\skyrim\TESV.exe

Is it all Steam games that are having this probelm?

This solution worked for me after I moved the Steam folder from C: Drive to S: Drive due to space concerns.

I followed the steps to move from Steam site: Delete all files in Steam install folder except steamapps folder and Steam.exe. Then move Steam folder to destination then run Steam.exe
Once restarted, some games worked while others hit the Missing Executable error message.

Here is how I solved for Left For Dead:
1. Go into Steam\config and edit (use Notepad++ or equivalent) config.vdf
2. Search for your game and edit the folder path (double backslash) to the new path as surely it would be pointing to the old folder.
3. Note the application ID number. it's the one that encapsulates the game details in curly brackets.
4. Find the appmanifest file with the ID number in it e.g. appmanifest_550.acf in Steam\steamapps with extension .acf and edit it. In it change the 2 filepaths found inside.
5. Save all files and exit Steam. Kill it in the taskbar.
6. Under Steam folder, delete appcache folder. (important bit)
7. Run steam and the game should run.

I never found the need to reboot.

Hope this works for you guys.
