How do I throttle someone?

I have come across a problem where when my brother watches netflix on his PS3, I drop down to one bar in Call of Duty Black Ops II, and I lag like crazy.
See, my brother streams all day until he goes to sleep. I have a Linksys E1200.
I only have a 3Mbp/s connection, with my Xbox, Laptop, his PS3, two Androids, a PSP, a Zune, and a Tablet. Now, when I play Xbox Live I get full bars, and all other devices don't lag or get slow, until his PS3 streams Netflix or YouTube.

Thanks in Advanced,
-Kai

Buy a bigger pipe. A 3mb connection, shared between that many devices, will be slow. That's just physics.
Let me say that though the post makes sense once read, the title is a bit... provocative when first read. :p

As to the question, look into the options present in your network router's setup utility (usually you get into that as an interactive website at 192.168.x.y where x and y can vary depending on the router)

Most consumer routers don't support the ability to limit bandwidth usage, that's the domain of business and enterprise routers. You'd have to check your manual to be sure, but you're most likely SOL.

I suggest that you simply fight it out with your brother. Alternatively, you can be passive aggressive and use the router's network access controls to block netflix entirely. You'll have to find the remote network IP or remote host IP of the server that his PS3 connects to, but that can be done with a little monitoring and creative use of your time. I'll leave exactly how up to you.

Some consumer grade routers/switches/wireless APs allow you to adjust the amount of bandwidth given to various ports, IPs, or types of traffic. Most do not.

Netflix will easily congest a 3Mb connection, particularly when you are probably not getting 3Mb anyway. You can't do anything about that except:

1) negotiate usage with your brother
2) limit his consumption
3) bump up your internet bandwidth

or...

4) actually throttle your brother. I do not endorse or recommend this. Humor purposes only!

Well considering I pay for the internet and the netflix and Xbox Live, he should be considerate.

The next package is 12Mbp/s and it's $40.
I have used the QoS feature on my router (192.168.1.1), and it barely helped.

Sounds fair enough to me then. As per my post above, you may be able to set outright access restrictions during certain times or to certain destinations. I doubt that your router will allow you to do traffic shaping as this is much more demanding.

There is an Access Policy on my router, should I make a guest account and make a time schedule? Any ideas?

Easy solution is to change the Netflix password and not give him the new one.

You should check the DDWRT website to see if it is supported on your router. But, be warned, this has a lot of configuration options, you should know what youre doing before you go messing around with it.

I think if this is a big problem, you might want to have your parents moderate this issue.

I don't think my parents know how to operate a PC, and if I pay for the internet, Xbox Live, and Netflix..you think I am a kid?

If you can't have an adult conversation with your brother to sort the issue out, yes, I do, LOL.

Anyway, DDWRT could work if it supports your router, but be cautious, don't change a lot at once if you haven't used it before.

My brother has Aspergers sydrome, of course I am not gonna gripe at him. The only reason I let him use my net is because of that. I just wish there was a way to throttle him, make it not stream HD, becuase HD Streaming kills my gameplay, especially clan matches.

If things are that much of a burden, why are you still living at home with your parents and younger brother? Is your COD game that important?

I'm out.
