Radeon HD 7850 getting low FPS and choppy/delayed response

Kinda hard to give a proper title for it, but basically the problem I'm having is a strange one for me to figure out, I basically just built my new computer up from custom parts about 4 days ago and I've been having graphical/driver issues that seem to crop up from all 3 nights that I've had it which is really strange.

My solution so far has been to uninstall and then use DriverSweeper to get rid of everything else so I no longer have any graphic drivers installed, I then re-install the drivers and then the problem seems to be sorted again until the next night.

The problem is that very oddly enough my FPS seems to go from a good 60-90 depending on what game I'm on, onto around 20-30 FPS whilst also being somewhat choppy and actually having like a 0.5-1 second response time from moving my mouse to move the games camera for example, even just being on the menu options of a game like RE6, I don't think there's anything wrong with my graphics card as I haven't even had it for a year but what do I know really with things being able to die out easy, though before I built this PC I used it on my old DDR2 motherboard and it worked perfectly with no issues.
I'll also mention that lets say for example I'm on guild wars 2 and then I put an internet page on or just something like my computer in which I can drag the box somewhere along the screen, whilst dragging them it seems to also be somewhat choppy instead of it moving smooth and even with a slight delay as with the games.

My comp specs are:
CPU: Intel core I5 3570k X4 4.40 GHz
Motherboard: Asus P8H61-MX USB3
RAM: Kingston HyperX Genesis DDR3 1600MHz CL9 8GB
Hard drive: Western Digital 1TB internal Hard Drive
Hard drive 2: Kingston Technology 120GB Solid State Drive 2.5 inch V300 SATA 3
GPU: AMD Radeon HD 7850
OS: Windows 7 Ultimate

I'm really hoping someone can help with this as I'm totally out of ideas and no one else to ask, thanks.

My HD 6850 (Just same GPU, previous generation) also encounters something like this but the FPS thing varies with games. It goes something like this -

1) Devil May Cry 4 -> 15 - 20 FPS in Menu till I go to Load Game, after that a fixed and smooth 60 FPS on Ultra @ 1920 x 1080 throughout the game. No trouble at all getting around that since it doesn't last more than 5 seconds.

2) GTA IV -> First constant 60 FPS then eventually after 1 hour of playing, FPS drop to 20 - 30.

3) Black Ops -> First very smooth, after 15 minutes, 30 - 35 FPS. For some reason I get 60 FPS constant on Black Ops 2 even after 2 hours of playing.

The main reason for it is that GPU gets too hot (I live in India which is a very hot country in summers) during gameplay for prolonged period of time and it throttles down itself to prevent frying of vital components.

If your FPS getting down happens after 30 minutes of playing, then its 90% heat issue. You might want to try liquid cooling for GPU if you live in a hot country. If low FPS happen almost instantly after starting any game then your card has some issues. It could also be because your PSU is underpowered. That results in most of the GPU related issues as GPU is not getting enough power to run smoothly. Around 550W is required for so called "Smooth" operation of HD 7850. I have 600W though.

The power supply is new, everything apart from the graphics card is, it's a 700W power supply, I also downloaded the HW Monitor, I just took a screenshot as I'm not too sure what I should be looking for on it:

I woulden't of thought it would be a heat issue as the PC it self is still very quite, and task manager isn't showing any problems in CPU usage or memory, my previous PC before this was an AMD Phenom X4 3.2 GHz, 8 GB DDR2 RAM and the same graphics card, stock CPU cooler aswell and I had never experienced any of these issues before, the graphics card was running fine on that, it's just on this PC where I've gained this issue, I'm also in the UK so the temperatures isn't too hot here either so I can only hope it's not an over heating issue.

Oh also I just noticed something, while guild wars 2 is up and I try dragging an internet page around just to see if it's choppy/laggy (which it is), while I had guild wars 2 minimized the choppy/laggyness actually dissapears, not sure how or why that is.

Uninstalled it, restarted computer and put guild wars 2 up, the effect is still here, also tried dragging the internet page around again and the chopyness is still around :/ .
 
if you have multiple sticks of ram try using 1 at a time, also try using the other pcie 6x power connector on your power supply in case one line is bad.

if your old psu is high enough wattage try the old psu aswell.

also is there any other software you have running in the background on the computer try turning it all off.

Yeah I got 2 RAM sticks 4GB each, I'll try the other power connector first and see if there's any results, my old PSU I think is 550 so I'm not sure if it's high enough, is there anywhere that I can check my total current wattage usage?
 
550W is enough for even GTX 770 and HD 7970 Setup.
Its plenty of power.

Whole system with Core i7 3970K and GTX 660 Ti uses 297W at its peak while gaming.

One way to check wattage use - Go to www.pcpartpicker.com and click Build System.
There, enter all the components you have and it would give you total TDP of everything at the right info-bar.

I'm going to try putting my graphics card into my old PC to see if it gives me any errors, though just before I attempted I noticed a weird screen problem which I'm assuming has to do with the gpu or it's compatibility with my system in some way:

I've put my graphics card into my old PC just to check if that is what the problem is, it's working fine just as it was before I got this custom PC, so my question is, is it possible that the motherboard could be underpowered?

I've not checked that out yet as I'm waiting for a friend to take it out for me within a couple days or so when he gets round.

But is it possible about what I mentioned in my last post? that the motherboard is simply underpowered or so? as like I said apparantly I'm using Sata3 cables on a motherboard thats supposed to only be able to use sata2 and from what I heard, an SSD is only able to use sata3 cables to work properly or something, any confirmation or insight into this?
 
it depends on your SSD some will not run faster than SATA 2 speeds but some need SATA 3 to run at their max speed

get AS=SSD and check your speeds, if the max speed you get is the speed of SATA 2 then the ports are probably bottle-necking your SSD
