I have the GIGABYTE GA-Z77N-WIFI mini itx mobo housed in a Bitfenix Prodigy case.

The mobo only has 1 CPU fan header and 1 system fan header.
I have the h100i water cooler with 4 push/pull fans and 2 additional case fans. I don't want all my fans to be full power all the time and heard that you shouldn't use splitters for multiple fans on the mobo.
How can I control my fans without a fan controller?

Solution
i dont think so mate, but someone else might be able to shed light on that

sounds to me like your in a bit of a pickle.
way i see it your options are:

new mobo with more headers
fan controller
or something like some sp120 quiet edition fans connected directly to psu

So there is no other way to control them from the mobo like a fan header expansion or something?

Alright. I guess I'll have to try and figure out a way to fit a fan controller in the case. Thanks for the assistance.

I think I came up with a solution. I read that you can connect 4 fans directly to the H100i and the H100i connects to the CPU fan header on the mobo. I can then connect my front case fan to the system fan header on the mobo and finally just connect my rear exhaust fan directly to the PSU.
