I need some help in picking out a GPU for a new build.
It's a mini-ITX gaming/multimedia/general purpose living room PC.

I am pretty much set on every other component and will not be cheaping out on anything just to get a better GPU. Since it's a living room PC, quiet operation is very important. And so is the price.

Here are my options:
- 7850 2GB
- 7870
- 650 Ti Boost 2GB
- 660

I have no brand preference. I just want the cheapest and quietest GPU.
Requierements:
- able to play newer games at high with some bells and wistles turned on (skyrim, dragonage, old and upcoming mass effect, civ 5).
- game bundles not important, except if it's really easy to sell them
- at idle, as quiet as possible. At load.. Also :)
- I don't care about maximum frame rates, but I do care about MINIMUM frame rates and micro stuttering and frame latency. I'd rather have constant 30FPS, than 20-60.
- cheapest option that will get me this for 2013/2014 season

So far, I'm leaning towards Zotac 650 Ti Boost ( http://www.techpowerup.com/mobile/reviews/Zotac/GeForce_GTX_650_Ti_Boost/1.html )
The review calls it extremely quiet and all the frame rates seems to be very good.

Reading these forums, I am under the impression that AMD cards have some driver issues like frame latency, which makes the games look choppy sometimes. How much truth is there?

Also, if I choose a card other than this zotac 650 Ti Boost, what brand and model should I go for regarding the quiet operation?
I've read good things about MSI TF and ASUS DC2 for radeons.
What about 660?

Is there an option to buy international warranty? PC components are a lot cheaper in USA than in my country, so maybe it would be worth it if there is such an option.

For the next few months I will be on a place where internet is luxury, so I don't have the time to properly google everything myself, and any help would be much appreciated.
 
Heat can be a big problem in small cases. If it will fit, get this HD7850: http://www.newegg.com/Product/Product.aspx?Item=N82E16814161428 because it exhausts its heat, rather than just splashing it out into your case.
The frame-latency issue only applies to multi-card Crossfire configurations.

Otherwise, the vanilla Samsung 840 in the 120GB size was dinged pretty badly by HardOCP for poor performance. Check out the Pro, the EVO (if available) or a Crucial M500.

Thanks for the suggestions. But that card will not fit into the case. Also, anandtech has a review of the case and everything seems to be ok with 560 i believe.
Same for 840. But obviously, evo replaces the 840 so i'll just get the cheaper one.
 
If that card won't fit, and it isn't bad for temps (check the number and speed of the fan(s) in the review though; you said you wanted quiet), then a dual-fan version of the GTX650Ti Boost Edition would most likely be the way I'd go. In reviews, it seems to trade blows with the HD7850. I relied most heavily on HardOCP's review of it, which found it played on identical settings as the HD7850 but offered a subjectively better experience in most of the games they included. I believe it also uses less power, although both cards only need a single PCIe power connector. If you're comfortable spending more money, the GTX660 would be a small step up from that.

Is a step up to 660 necessary (10% gain?) if I want the bare minimum for the 2014 games at medium/high @ 1080 @ >30FPS minimum?

It's not so much about money as it is about the fact that this zotac 650ti boost card seems to be like the quietest video card ever.

YW. When HardOCP compared the GTX650Ti Boost with the (similarly priced, at the time) HD7790, they concluded that the GTX would be able to play most games on High, and the HD7790 would be able to play on Medium. That's probably why the HD7790 is so much cheaper now.
