New CPU and hardware not working as expected!

I updated my hardware a few months back. I believe it is the CPU i have gotten. I got a bundle at microcenter which gave me a Intel i5 3570K and a ASRock z77 Extreme4. I have a feeling that the processors are not running at their max potential. I have not overclocked the computer and i am not planning on doing it. I should be running games on maximum seetings but because of the lag i cant even run them on low. (EX. Metro: Last Light should be played on maximum but with the lag i cant even play it) CPUID says its running at 100mhz with a multiplier of 16. I have tried to restore the motherboard to factory defaults, tried turning Intel TurboSpeed off, have updated the bios and reinstalled windows. I dont think its the graphics card.

8 gigabytes of ram
I think the processor is not running at its max potential.
 
Solution
That's very hot. Is your HSF seated correctly? All four pins (assuming it's the stock cooler) need to be locked down.

Don't think a 660GTX will cut metro on full detail without lag.

The CPU ID you are reading are the multi and the bus speed which are normal when the machine is idle.

Run a stress test and watch cupid, check it ramps its speed up.
 
Don't turn the turbo-speed off; that will prevent the CPU from ramping up to higher speeds.
You may not have planned on it, but you should be able to safely and easily overclock that CPU at least to 4.1GHz, without increasing voltage (so it should be safe). Any 120mm tower-style cooler will be sufficient for mild-moderate overclocking. I use and recommend the Xigmatek Gaia, because it cools within 1C of the more commonly mentioned Hyper212 EVO (per Frostytech reviews), but is typically $10 cheaper.
