Is it possible that my CPU some way overloads my GPU?

So, recently (around one month ago) i bought a new pc, but my gpu stayed from the previous one, because i didn't have the money to buy it.
My CPU now is very good (4670k) but, like i said, the GPU is old- GTS450.
Of course, games run a lot better now, but there still is a problem. The GPU seems to have HEAVY problems with rendering vegetation and smoke. Large cities in games run fine (around 60 fps in Chernogorsk in ARMA 2) but when i look at trees or smoke from helicopters it can drop to even 25 fps. Well, i thought this was absolutely normal, and that i should just get some money and upgrade my GPU as well. But today i installed... GTA San Andreas, and guess what? My fps drops TOO to around 40 when i see smoke (for example from cars)
The same thing happens in battlefield, planetside 2, grid 2, and other games.
I should easily (i repeat: EASILY) be able to run gta san andreas in around 100 frames stable with that hardware. What is wrong? Maybe my CPU sends too much data to my GPU, and it can't keep up, and then when smoke, or trees or vegetation or grass appears it hasn't got enough power left? I don't know, i'm not an expert (otherwise i wouldn't ask here :D) but please, someone help me.

Your GTS 450 is really obsolete now and couldn't handle the rendering in gaming. i5-4670K w/ GTS 450 is just like a porches race car w/ a crippled motor.

Your purchase of the gfx depends on your budget, your PSU type and your expectation. i5-4670K can even handle GTX TITAN gfx but could u tell us your mobo, psu brand and model number,...and your budget.

Well, thanks for the answer, but i was just asking if it is normal that i get drops to 40 fps even in san andreas.
I'm already saving up money for a GTX760, but this will take "some" time. My PSU is XFX PRO 550W CORE EDITION, so i should be fine with it :)
