XFX HD 7970 DD - Low FPS ?

Hello,

I have just built a new gaming rig.

Specs :
Fresh install of windows 7 Ultimate
AMD CCC versoin-13.8 BETA previously tried the stable build of 13.4 but same results.

AMD FX-8350 running at stock 4.0GHz
XFX HD RADEON 7970 DD 3GB
16 GB (2x8GB) 1600MHz Corsair Dominator
Asrock 990fx Extreme3 Motherboard
OCZ ZX-850W Gold Plus PSU
Overclocking: None -Bios @ stock
HP 210i 21.4 inch monitor - resolution 1920x1080
The problem I seem to be having is that I find the performance is low for such a high end card. When I run minecraft I average around 90-130 FPS where as my friend with a GTX 650TI 2GB gets 200+ FPS easily.

I ran Warframe Online TPS with Fraps and I average around 70-90 FPS when maxed with V-sync disabled. My friend with the GTX 650TI 2GB averages 120+.

Then I benched marked my spec with the free demo of 3DMark 11 and my rig did 'ok' with the first two test except the for very last one, which there I had around 5-10 FPS.

Is this normal for such a high GPU ? I expected alot more for the money I had paid for this card.

Well did your friend use all the same settings as you? What resolution do you play at and did he play at the same one?

Also are all of your drivers up to date?

Yes we compared settings in all games tested, same settings selected. Both at 1920 x 1080.
Edit: Yes drivers are up to date.

What software do you have besides catalyst? ATI pro, MSI afterburner, etc? If you have those i'd uninstall them all. Use CC cleaner to clean up your computer. Uninstall all of ATI drivers and restart your computer. Then reinstall the drivers fresh.

well, maybe your friend has the settings put to performance instead of quality in his nvidia control panel... I noticed some fps loss with my XFX HD 7870 when I put all the settings to max quality in the AMD Vision Engine Center. So maybe thats the thing... :) 

Also, in the Control Panel \ Power Options \ check If you have selected the "High Performance" mode !!

Games like minecraft may not be heavy enough for the GPU to run full clock rate.

You can check in something like MSI afterburner.

The 7970 XFX 3GB is almost triple the price of the 650ti where I am, triple the memory, and im guessing the specs on everything else are going to be pretty superior.

I doubt changing the settings from default in the CCC is going to boost my FPS 100+ and also, I know that he hasn't touched it being as he doesn't know what any of it does, and also I built his computer...

haha :p  ok! I don't know then! that's pretty strange :D 

edit: maybe it's something else that is bottlenecking the pc, with MSI Afterburner you could see how much your gpu is being used...If it's being used at almost 100% then there it has to be something with the gpu...If not, it's something else...

edit 2: or AMD is just more clever and doesn't let the card render so much useless frames :p
