was i supposed to put it inside the case before installing a motherboard so the board hits against it keeping it in place? Currently its on the outside of the case. Taking my fully assembled motherboard out to do that is out of the question, so would it be terrible if i superglued it to the case or taped it?

That is your I/O shield and as USAFRet points out it installs from the inside usually by snapping into place in the case then the pressure from the motherboard helps keep it in place. On some motherboards you can get away with not installing it but on others it provides a ground to various parts of the motherboard and is needed for proper system operation and, as pointed out, superglue won't do

Yes. That installs from inside the case, and the motherboard plate pushes it against the inside of the case.

Taking the motherboard out is not out of the question, that is the only way to do it.
Do not superglue it in.
