Strange CPU Fan Speed Readings

Hey guys. I have a i5-3350p with a stock cooler. It has been performing fine for about a month until I had this recent issue. Here is what my HWmonitor shows now.

This is what it normally shows. It shows consistent fan readings and all pwm at 0%

My cpu fan usually runs at 1300-1400 rpm. I'm not sure why my minimum fan speed is 0 and maximum is 67500 (or something else obviously wrong) After this happens my fan reading goes down to 990 rpm which is about the minimum fan speed. I'm not sure if my motherboard is reading the cpu fan speeds correctly now.

What I did recently was reseat the cpu fan and heatsink as I found out that one of the screws was loose. I also saw that my overall temps went up slightly after that as well. I get 33-38 at idle and 60-65 with gaming. I also checked to make sure my cpu_fan1 was connected.

i5-3350p w/ stock fan
8 gb ddr3 1600
biostar tz75b
gtx 650 ti boost
nzxt source 210
corsair tx650m

Thanks for the feedback. It looks like picture 2 from startup. I think something definitely happens to cause my computer to go from picture 2 to picture 1. It strange that I get a reading for the fanpwm0 which I never see. Also when it says 990 rpm it really feels like it as everything runs hotter after this event. My PC has also shut down twice in a short period of time just now. :??:

P.S. Im not too informed on PWM and fan control. Can someone enlighten me on this. Thanks.
 
I posted the link so you would download the mobo utilities that will show the correct readings. You need to remount the hsf to fix the overheating but there is nothing wrong with your mobo. If you haven't done so, you could also try updating bios and getting the latest version of hwmon.

There's really nothing to pwm. The fan has a min and max operating rpm. And it will change automatically depending on the cpu temp. If you are wondering why mobo readings are incorrect is because they aren't standardized like the cpu is. All your voltage and temps are incorrect too. Hwmon is incompatible with your mobo, there's nothing that can be done other than trying a bios update.

I left my computer on for 10+ hours downloading. I used Biostar's HWmonitor (unfortunately I didn't take a screenshot but you definitely right about voltages) and I had a minimum temp of -70 and maximum of 58 even though the real time temp was 33. Did I do something wrong when I tried to reseat my CPU Fan?
