What Do I Need To Stream?

I am wanting to build/host my own streaming server. The idea is to allow customers to set up their own "private portal" or what have you. The customer gives a link out and anyone can visit this link and visit the customers portal for live video chat, view pictures or recorded video.

Let me explain a bit better...
I will offer a place on the web (my own server) for people to visit and sign up. Once a person signs up, they get their own sub-domain off my server that they can use to host various files and live video chat. So say someone wants to sell their house & doesn't want to use a Realtor for what ever reason. They can show case their house on my server, upload videos of the house and pictures, they can except private messages, schedule live video chats for multiple viewers/chaters or private video chat with individuals.

Where would be a great place to start?
I don't know what software I need to get this up and going. Is there some good books or tutorials out there that I can pick up to learn about this sort of thing?

Some, I have built a few (PHP, MYSQL, HTML) and I ran a small hosting server for a few years.
