Acceptable temperatures new haswell i5? + thermal paste side question

First off I'd like to just thank you folks at the tomshardware community for providing all the information I needed to build my first computer last Saturday.

Everything has been running splendidly so far, though I am quite concerned that my CPU temperature seems a bit high.

I've been reading around and have been seeing people say that the new intels like my 4670k may run a bit higher, I'm just wondering if these temperatures are a little high given that I don't have anything heavy running.

Then there's the fact that I did the pea method instead of the vertical line & tinting heatsink method. Or the fact that this was my first build and I may have made errors with the application.

Lastly, I used Arctic Silver's Premium Ceramic Thermal Compound (cheap stuff) and not something like Arctic Silver 5. Is it better for me to switch over to that if I'm mainly going to be using this computer for gaming?

I see.

Um another question, and this might be facepalm-worthy.

Looking at the bottom-left of the screenshot where it says processor frequency 4.10 GHz, does that meant my CPU is basically overclocked right now from stock 3.4 GHz? Because I don't believe I have fiddled with any settings yet.
