Tomb Raider - fps issues

When I'm trying to play Tomb Raider on medium settings I get 40 fps, on high setting I get 20 fps and on Ultra setting I get 15-17 fps. Considering my specs that shouldn't happen. Any ideas?

Graphics Card: AMD Radeon HD 7970M
Driver: 13.8 beta(Tried 13.4 stable)
Processor: i7 -3720QM
RAM: 12 gb DDR3

I've tried updating my graphics drivers, re installing the game, rebooting, various soft fixes from the internet already, cleaning my computer(software and hardware) and...I'm at a loss for what it could be/I could try next. So yeah...any thoughts?

Have you tried putting together a custom setting? My GTX670 ran 60fps at 1920x1080 with everything on Ultra, but I had to switch off tesselation first, switching off post-processing gave around an 5fps increase too. Considering this game was optimised for AMD you really shouldn't be having any problems, hell I could run TR with TressFX on without any issue.
What screen resolution are you running in the game? Which method of anti-aliasing have you selected? Have you tried switching the MSAA/SSAO off and running a custom DX11 shader instead? Do you have other heavy-memory usage tasks running in the background while playing the game?

1920 x 1080. I haven't actually messed with the anti-aliasing so it's still on FXAA. I don't really know any custom shaders to use instead of DX11 and there are some other programs running in the background but combined they all take less then a gig of memory(furthermore my memory is far from capping out so i really doubt it's that.)

I ran a performance test on my computer and another of the same graphics card and cpu. I found that my graphic card is running significantly below what it was designed for(my cpu is as well by approximately the same margin). so I think that's the issue. Is there a way I can check to see if these components are damaged? or if it's just a setting somewhere I have to monkey with?
