Hardware or Software problem?

Hello to all,
within the last year i started to encounter problems with seeing HD movies (720P). while viewing HD movies every few minuted the tv screen freeze for 1-4 seconds and than moving fast to the last point of the movie.
The sound is ok with Dolby Digital and has no interference even when the movie freeze.
I have quiet old computer (ASUS P5B-E) with PCI-E 1.0, CPU Intel Core2 6600 @ 2.40GHz and Graphic card Asus GeForce 7300 GT.
I tried coupled of different Codecs pack and i find KAZA MEGA CODEC PACK the best since it has no problems with Dolby Digital while all the others that i tried had problems.
I am running WIN 7 x86 with 4 GB RAM.
since that problem I started to think to change the Graphic card to a new one Radeon HD 7770 or Radeon HD 7750 which of course has huge different than my old card and they are a lot stronger.
my wonder is that since those cards runs on PCI-E 3.0 and i have PCI-E 1.0 i wont be able of course to make the best out of them but do you think it will help at all ?

Is it really a Hardware problem that too old to run 720p movies or its 100% software problems?
i sont know if to run movies should really cause the system to frezze like it do. the CPU usage while running 720p is around 20-30% max.

Get rid of codex packs and just grab vlc it can play anything without packs on the PC and will use gpu acceleration to play HD video, get ccleaner and run the file cleaner then the registry cleaner multiple times till it finds no errors.

What anti virus are you using? If its Mae, avast or Avira they are system hogs dump it for avg or commodo. If its avg already or something else freshly reinstall it from their site.

i have tried VLC but the Dolby Digital doesnt work there from some reason.
do you maybe know why?

I am using Norton Internet security.

yes, of course in some programs its works well and with some others its just dont no matter what i am doing.
before buying this graphic card i will try to do what you offered with the registry ccleaner.
i will update you about if it worked and helped or not.
