Should the 670 be able to play next-gen games like Assassins Creed 4,GTA 5,Battlefield 4, and Rome Total War 2 at ultra settings with FXAA with at least 40 fps. The resolution will be at 1080p.

P.S. Also please don't tell me to get a 770 I am not building this myself. I was just wondering if the 670 will be able to max out next-gen games.

No. We also don't know what the ultra settings for those games will be, and how taxing they will be on the GPU. But it will be able to max out most current and next gen games, or at least very nearly so.

GTX 670 is good value for money if you can find it at a price closer to the 760 than the 770.
