Thanks for the build idea but I asked for a water cooler like the H100i and for dual 770's. Also I said I didnt need an OS and I forgot to mention I dont need an optical drive. Also I said I lived by a microcenter.

Dual 770s can't be done on a $1500 budget, let alone adding a water cooler on top of that. You have to cut somewhere, otherwise increase your budget to $2100.
