Black Screen With Cursor at Login

I followed this guide: http://buildasteambox.blogspot.com/2013/02/turn-windows-7-pc-into-dedicated-steam.html?showComment=1376023934498&m=1#c214566212631467399 (edited login background, edited registry, turned off login password, etc.) on windows 7 64 bit and now when I turn on my computer and get to where the login screen would be, the screen just goes black with a cursor. I can't open task manager or anything. System repair finds no errors, I have system restore turned off so that's not an option, idk what to do. Also, my computer professor lent me a windows 7 disc and key when i built my PC so I can't pop it in and reinstall either. Help please?
 
Solution
Try a Linux boot disk and try to undo whatever changes you made through that. You'll have registry editor utilities and the ability to restore and copy files if needed. If that does not help, you need Windows 7 disk to run a Repair setup.

What do you mean? How do I format the hard disk? Especially without being able to log in to windows? And install the system from what?

No no error messages, I made a shell to boot directly to steam big picture mode instead of explorer.
