could you clarify what you mean by DHCP on the modem. the modem wont do DHCP for the LAN and is only there to get an external IP from your ISP. so in terms of setting scopes and such the modem shouldn't be able to do that... that's the job of the router.

WAN connection config: PPPoE
WAN-side (from ISP) modem gets and address - 88.64.xx.yyy
LAN-side: DHCP on: DHCP server defaults - 192.168.1.2 to 192.168.1.254

DHCP off
config 2: PPPoE
static IP : 1923168.1.2
DHCP on
config 3: Dynamic
