AMD Athlon overheating after MB change

I was using a 5 year old Biostar Motherboard, and it got damaged in a blackout last month.
I bought a new Asrock motherboard.
Processor is AMD Athlon 64 3000+ 1.8 ghz.
While using the Biostar motherboard, processor temperature was 35-39 Celsius. Now with the new motherboard , it is 45 - 58 degree Celsius!
Heatsink is not heating even while playing games for an hour!
I didn't installed the processor, the service technician did it. Now I just found that he didn't apply new thermal paste.
The old thermal paste is still on the heat sink, and it is not as a paste anymore....

My question is, if I clean the processor, heatsink and apply new thermal paste, is it gonna decrease the temperature of my processor?
Is it safe to run this processor in 55 degree Celsius?
Heatsink fan rpm will be 3000 - 3900.
It is a stock amd heatsink and fan.
No overcloacking

Just reapply the thermal paste. Artic Silver 5 is very high quality TIM, and you will likely see even lower temps than you did with the old stuff.

Also check the default voltage the MoBo is applying to the CPU. Sometimes they default too high.

Depending on your core revision (IE: Manchester, Venice, etc.) It can be anywhere from 1.35, 1.40 or even 1.50 vcore. If the MoBo think's it's supposed to be 1.5v but it's actually a 1.35v chip, that could be the problem.

Motherboard is ASrock N68C - GS FX which supports AM2, AM2+ , AM3, AM3+ Processors from sempron to 8 core ! Current voltage control in bios is set as "Auto" .
Let's apply some new paste and see what happens !

I know for a fact that some older Asrock motherboards over-volt the cpu. (ALive NF6P-VSTA and Athlon 3000+ in my case.) Go into bios and check the cpu voltage.

Cleaned the processor , heatsink and applied 2 drops of thermal paste in the middle of the processor and fixed everything...
Now when I start the PC temperature is 30° C, much better than before.
But Couldn't test it long , my CRT monitor begin to make a hissing sound from its back .
At first I thought it is the heatsink fan making the sound... but its not.

I have to take the monitor to service now ....
