If it is vga the first thing to check is the cable. If it is not securely attached you can get artifacts. Could also mean a bad cable. So try reattaching the cable, making sure it is nice and secure. If that does not work try a new vga cable.

If it is DVI or HDMI or anything like that odds are the card is going out (it is getting pretty old). With a digital connection if something is wrong it just wont display anything.

Also, try hooking the monitor up to another machine...to rule that out as the problem.

Solution
I'd recommend using GPU-Z for temps as it will tell you more that just the core temp. Tells you core/memory/vrm/etc.

Might also need a driver reinstall but that can be a pain so do that after checking temps.

Also does it do this outside of windows? Say in the bios or POST screen?
