GPU usage fluctuating in all games

Hello,
Im having this GPU usage issue since a few days.
While playing games like crysis or sleeping dogs ( all games ) my GPU Usage is not constant at 99 anymore, it falls to 50-70% after few second and goes back up to 99, Im using MSI afterburner to monitor Usage.
Problem is that while playing there is a sudden FPS drop to 20 from 50-60 and it stutters alot for a few seconds.
I didnt had this issue some days ago, However lately im changing vbios'es and drivers, and this issue came out of nowhere.
I have tried multiple drivers, performed clean installations using driver sweeper, and also tried multiple vbios'es and even default vbios and problem doesn't seem to go..

Weird thing is Benchmarks like 3dmark 11 or 3d mark Fire strike or Furmark are fine and keep constant GPU usage at 99%.

However i tried a few other games like Sniper GW2 or Tomb Raider and my GPU usage is at 99% in them, but Sleeping dogs is stuttering so much now, every 20 seconds it would stutter since GPU usage is spiking so much up and down.

What could be the issue, im on Intel 3630qm and 680m

Sounds a lot like a heat issue. Check GPU and CPU temps using an application. If it is near to the max it may be throttling and hampering performance.

No, my GPU and CPU temps are at 70-75 both, its not a heat issue and nothing is throttling, only thing that is going up and down in MSI afterburner is GPU Usage

Drivers? Update, or rollback them.

I have reinstalled drivers multiple times, both 314.22 and 320.49 and also perfomed clean installations.
Should i try another driver?

he's using a laptop processor & laptop gpu. dont expect 680 actual performance. its a cut down 680 by say 45%. also try to remember that laptops are generally not built to handle gaming stress put on the gpu.

lol, if you know about 680m, its not a typical mobile GPU, its a downclocked 670 and can run any game in high-ultra.
this particular issue is not related to that. what are you trying to say that lag is because i have a mobile GPU? its made for gaming.

agreed but what settings you running it on? have you the latest sleeeping dogs patch? chances as said above your stressing your gpu too much or a certain overheating is going on

there is no overheating, my GPU is at 72C in sleeping dogs, if you call that overheating..
Issue is with GPU Usage constantly fluctuating, when its at 99% my sleeping dogs is running at above 60 fps with ease.
The sudden fall to 20 fps causes stuttering, this happens in some other games aswell or i would go update my sleeping dogs.
Crysis and Assassin creed 3 is also randomly stuttering just like Sleeping dogs, im running at high, not ultra.

I found this screenshot on the internet, its not mine but im facing very exact same problem. same GPU Usage issue.
When it's at 99, game is running smoothly, way above 60 fps.
