I am thinking of getting a Intel Core i3 and a 660 TI I am not sure if it will bottleneck the graphics card. And if so how much on a scale of 1-10

I had an i3-3220 and It was more then capable of playing high end games. Despite what people say about the i3 series, there performance is really good in single threaded applications and in most cases get better frame rates vs amd's high end quads.
they are fast, run very cool and power effecient only downside is you can't overclock them.

TLDR: No it will not bottleneck your 660ti unless your playing games very cpu heavy (bf3 on 64 player server)
In which case you should get an i5
