It's probably just some dead pixels

Depends on how the dots behave. If they are always in the same spot no matter what you are looking at then it is dead pixels. You will need a new monitor. Now if the dots randomly show up in different places and look different depending on what you are looking at it is most likely a dying gpu. If you plug the monitor into another computer and the dots are still there then you can definitely say the monitor is on its way out.

If they are black they are probably dead pixels, if they are colored and not changing they could be stuck pixels. Some stuck pixels can be fixed by programs or giving it a slight push in the screen.

If the dots are switching place, or coming on and off, then it's probably a problem with the graphics card.

If the dots are always at same spot and constant, then they're only dead pixels on your monitor. No need to panic about it, usually getting some dead pixels is no indication you'll get more in the future. But of course, those cannot be repaired unless you replace the LCD panel. If it's still under warranty, you could try to have the monitor replaced if it really annoys you. However, depending on the company or model they have different policies for dead pixels. Some high-end model will get replaced after just 1 dead pixel. And for a cheaper model the company might refuse to replace it unless you have more than 10 dead pixels.

If it's new and still under warranty I would take it back and get a new one.
